I'm thinking "I Am A Rock" by Simon & Garfunkel. It's amusing when people completely miss the meaning of the song, but it's still pretty damn sad. There is Taps, too, of course.

Adagio for Strings by Barber takes the cake by far and is probably the most used song for sad moments in commercials and movies.

Another one would be Hurt by Johnny Cash. I loved the original and when my guitarist and I covered it, I actually started crying hearing our version. A lot of Funeral Doom is really depressing too.
